Heather Locklear won't face criminal charges after she was accused of knocking over a "no parking" sign and leaving the scene last month in Thousand Oaks, California. A rep from the office of the Ventura County District Attorney tells ET: "Physical evidence established that the vehicle involved in the collision was a 2005 black BMW sedan registered to Richard and Heather Sambora of Westlake Village.
